Cisco 2851 ISR Router will not boot. Boots to ROMMON

My Cisco 2851 will no longer boot.  It only boots to ROMMON

I transfered the image over via xmodem booted the router formated the flash copied the image to flash and rebooted which did not seem to resolve the issue.  Any ideas?  is it the compact flash card or some other issue?

My first try would be to

My first try would be to format a new CF-Card (that router should at least accept 1GB cards) on the PC as FAT32 and put the image directly on that card. With that you eliminate also the XMODEM-transfer as a problem.
