What is the difference at Hardware level between 3560G-PS-S and 3560G-PS-E

No hardware level difference. Only the software difference. 3560G-PS-S is the switch with standard image and 3560G-PS-E is the switch with enhanced image with advanced routing featureset.

Thanks, If upgrade is required , does an Enhanced image ipservices IOS can be installed on 3560G-PS-S and what kind of licensing required..

Yes you can upgrade the switches to enhanced ip services image. You need an ip services image license.
