Cisco ASA 5505 Configuration

The Inside Interface (VLAN1 Security 100) is connected to a 192.168.1.1 network which has a Windows 2012 DHCP-DNS server in it. The Outside Interface (VLan2 Security 0) is a 192.168.40.1. network. When I attach a cable to the Outside Interface, PC's from the 192.168.40.1 network are getting DHCP-DNS settings from the Windows server in the 192.168.1.1 network. I can't figure out how that is happening. The ASA OS is 8.2

Based on what you have told us it is hard to be sure what is causing this. But my first guess would be that the cable is actually plugged into a vlan 1 port and not a vlan 2 port.
