I have the following two switches in a switch stack:

This switch stack is the root switch located in our MDF that connects to multiple IDFs through fiber. The fiber ports are configured as follows:
interface GigabitEthernet2/0/3
switchport trunk encapsulation dot1q
switchport mode trunk
speed nonegotiate
end
I have been having an issue where the site loses power and upon reboot, the switch comes back up, but all of the fiber ports lose the "speed nonegotiate" command (even though it was definitely written to the startup-config).
Because of this all of the fiber ports lose link, and I have to console into the switch and add "speed nonegotiate" to all of the fiber ports again to bring them back up. I have no idea why it's losing that command, any ideas? Any help is appreciated, thanks!
