classifying dynamic ips

hi guys, there is a scenario that in which ISP assigns dynamic ips to some users whereas most of its users get a static ip, if i want to police the traffic for bandwidth slicing do i have to individually classify all the users ??? all the time noting the ip that is given from the pool ?? or is there any other feature that uniquely identifies 1 customer from another ???

Service providers assigns private ip address for their customers, if they assigned dynamically they will use NAT like concepts. You can classify the traffic through that you can achive your task.
