Coms Delay in One direction

I have a very small network with 7 routers and one switch. I am trying to figure out why I have a delay of up to 2 minutes going from one 2651 router to another. I send a message from one host on an ip of 148.32.17.32 to another host on 148.32.144.32. I have Vlans set up and have ospf for my protocol. The 17.32 is in a vlan 99 and the 144.32 is in vlan 199 with a vlan 6 being used to move the traffic between routers. Could anyone try to help with this time delay. When I do a traceroute it take less the 4ms to complete in both directions. When I send a message from the 17.32 to the 144.32 it is instant but comming back is when I get the 2 minute delay. Any Ideas???
