Hi Carl
u can create vlans from config mode.
As per trunks u have to go into the interface mode and use
trunk on command.

Cat1924-EN#configure terminal
Cat1924-EN(config)#vtp domain DOC
Cat1924-EN(config)#vtp client
Cat1924-EN(config)#int fast0/27
Cat1924-EN(config-if)#trunk desirable

I believe you must be having a Menu based 1900 switch if yes have a look at this link which will guide you how to configure vlan and trunk from different menu based options
