I have cisco 3825 running with "c3825-advipservicesk9-mz.124-15.T9.bin" where some time the packets are encapsulating but not decapsulating.

#pkts encaps: 0, #pkts encrypt: 0, #pkts digest: 0
#pkts decaps: 4, #pkts decrypt: 4, #pkts verify: 4

#pkts encaps: 0, #pkts encrypt: 0, #pkts digest: 0
#pkts decaps: 238, #pkts decrypt: 238, #pkts verify: 238

 This situation is quite common but not randomly as you describe. Common problem for this is route, ACL and NAT statements.

 You could share config from both device here so that we can further assist you. Just change sensitive information.
