Given what you have posted it is difficult to know why the excluded addresses are 236. Is it possible that there are additional addresses excluded in a line that you did not show in your post? Is it possible that the configuration had excluded some other addresses and then was changed to reduce the number of excluded addresses but that this change has not fully gotten into DHCP yet? If you save the config and reboot the router do you still get 236 addresses excluded?

Did it ever work correctly or has it had this problem since you configured DHCP? You have given us the parts of the config that you believe are important. I wonder if there is something else in the config that is causing this. Would you post the complete config masking sensitive information such as passwords?
