The only difference between the WS-2960C-8TC-L and WS-2960-8TC-L is that the former switch has 2 uplinks (2 x SFP or 2 X Copper) and the latter switch has only 1 uplink (1 x SFP or 1 x Copper). Also WS-2960-8TC-L supports both ethernet and fast ethernet links, while WS-2960C-8TC-L supports only fast ethernet links. WS-2960-8TC-L are not sold any more as these products have reached End Of Life and Sale and they have been replaced by the WS-C2960-C-8TC-L switches. The forwarding rate of both the switches still remain at 4.2 mpps.
