Do switchports go to sleep? Do they wake up after being unplugged and plugged back in?

We recently upgraded some 4507 switches to later models of 4507s..  Some embedded WinXP machines use static IP addresses.

After the swap of the switches, the WinXP embedded boxes can boot up but not connect to the network.  Wireshark trace reveals 169.x.x.x address from embedded device.

If you take the WinXP embedded device and unplug it from the switch and plug it back in, the device now connects to the network.  The same config was used on the newer switch, and portfast is enabled on the port, along with being configured for auto duplex and auto speed.  The device is set to auto just like it has always been.  The device is mobile, hence the reason for not configuring the port and device to 100/full.

Am wondering what could be the difference between the two switches that might cause this behavior.
