what causes my telnet to a 2800 router to prompt me straight away to the enabled prompt after putting my telnet password?

The most common cause of this is that the vty lines are configure with privilege level 15. Can you check this 2800 and see if its vty lines include this configuration?

I have seen all new ISR routers being shipped with the privilege level 15 command on the Console as well as VTY lines.

You need to remove these from you configuration to get the user prompt
