A slowness in reaction to a command may be caused by the fact the device is attempting to contact an AAA server ,typically a TACACS+ server, in order to verify if the account you are using is authorized to perform that specific command.
If the server is configured but currently not available/reachable you can experience slowness
Or it can be the sign of SW bug or that the cpu is too much busy, it is not possible to say more.
