FWSM Failover - Monitor interface failure

I am using MSFC-inside. Active/Active Failover between 2 x 6506 + FWSM each.

I set each active context to monitor the outside interface which is a vlan port on the 6506 switch that connect to the Wan Router. For some reason, when I shutdown any port on the 6506 (not the port in the outside vlan of the FWSM) the FWSM initiates a failover.

Is this normal?

Does the FWSM monitor all vlan ports in the 6506, regardless if the port is allocated to FWSM or not, when you enable "failover monitor outside interface" ?

I'm confused and would like to know exactly how this monitor interface failure feature in failover mode works.
