Yes this is true.
If you have a single supervisor you can have one or both Ten-Gig interfaces running
If you have two supervisors, runs only the first Port on each supervisor.
The second Port is automatic disabled and this behaviour is not configurable.
If now the one of both supervisors fails it could be that this port fails too, but depends the failure.
Final result, as you propose with single ten-giga link you loose connection.
