Gigabit ethernet controller state

Sorry for the question;

Should an ethernet controller maintain a network up status when the link is down/down?

The port is configured nonegotiate.

I am not sure if I understand the question, but if the link is down/down than the interface is down too.

Gigabit ethernet controller state

When I do a show controllers gig0/x this shows:

Interface GigabitEthernet

Hardware is i82546 Revision A3
  network link is up  <------- never comes down, even if SFP is removed or port is set to shutdown or disconnected
  Config is Auto Speed, Auto Duplex
  Selected media-type is SFP
  Network connection mode is FORCE
  GBIC type is SFP
