if you can access the bootflash of standby sup then copy the ios to the bootflash and reload the standby sup
when its booting console into it and use ctrl + break to make is fall in rommon mode
then make it boot from the IOS we have copied
or if you have a external flash card make sure u have the required ios on it then follow the same steps of brining the sup to rommon mode and make it boot from the new ios
check the below given link to do the same :-

Some questions -
Now i have -
Current Processor Information :
-------------------------------
Active Location = slot 6
Current Software state = ACTIVE
Uptime in current state = 1 year, 1 week, 4 days, 18 hours, 25 minutes
Image Version = Cisco IOS Software, Catalyst 4500 L3 Switch Software (cat4500e-IPBASEK9-M), Version 12.2(46)SG, RELEASE
BOOT = bootflash:cat4500e-ipbasek9-mz.122-46.SG.bin,1;
Configuration register = 0x2101
Peer Processor Information :
----------------------------
Standby Location = slot 5
Current Software state = STANDBY COLD
Uptime in current state = 1 week, 1 day, 17 hours, 53 minutes
Image Version = Cisco IOS Software, Catalyst 4500 L3 Switch Software (cat4500e-IPBASE-M), Version 12.2(40)SG, RELEASE SOFTWARE
BOOT = bootflash:cat4500e-ipbasek9-mz.122-46.SG.bin,1;
Configuration register = 0x2101
Boot variables are identical. As i correctly understood - the standby supervisor in the RPR mode doesn't use IOS, included in it's boot variable. And only switchover command will make it active and force it to boot with needed IOS. Am i right?

A cold standby processor is booted, but the failover process requires reload for it to take over control. If you're looking for SSO mode, you may need to simply configure it:
conf t
redundancy
mode sso

All what i need was to run command switchover a twice. And the process of booting with register 0x2
now i have sso mode with the same IOS on both supervisors.
