Use the srr-queue bandwidth limit on interface configuration command on the ports where heavy traffic is seen. This command may help you limit the bandwidth on VLAN.
I recall the later 3750 images support VLAN policing. Have you looked at the 3750 configuration guide's chapter on QoS?
