High CPU utilization ~30-40% Cisco 3600

I have a router with multiple interfaces aggregating about 25Mb of traffic with a somewhat high CPU utilization. Ping times to the device fluctuate between 3ms and 180ms depending on the CPU load. We have WCCP directing traffic to a Barracuda web filter and have diagnosed that by disabling WCCP on the router, it does not lower the CPU load. I'm a little confused as where to go next. "show proc cpu sorted" shows most of the cpu 2.5ish going to virtual exec. Please let me know what information I can provide to help with this.

according to

a c3660 is capable of a max of 51-61 Mbps of traffic.

Other C36xy are less capable.

Traffic is forwarded using CEF but still the device uses its main cpu to move packets.

I think what you see is compatible with expected performance of the platform.

this should be the meaning of no cpu gain removing WCCP.
