High speed policing on C6500/SUP720

Hello all,

I am trying to police some traffic to 310 Mbps on a 1 Gigabit link on C6500/SUP720.

I created the standard service policy:

#sh policy-map DWDM

  Policy Map DWDM

    Class NETAPP-SAN-SAN

     police cir 310000000 bc 12109375

       conform-action transmit

       exceed-action drop

(the bc is the default cisco generated bc)

When i start a transfer, the load only gets to around 70 Mbps. Ok, this could be related to other stuff (like TCP window etc),

but the strange thing is that the policer is already dropping (?) and sending packets into exceeded.

Nothing has been exceeded yet..How is this possible ?
