High 'throttles' and 'ignored' on FastEthernet port

Below is a snapshot of our FA0/0, would the 'throttles' disable the port? How do I see if I have a buffer problem?

FastEthernet0/0 is up, line protocol is up

Hardware is i82543 (Livengood), address is 0002.7df8.0c08 (bia 0002.7df8.0c08)
