Your 4500X can synchronize to a valid timesource and any clients can synchronize to your 4500X.
The main underlying question is your 4500X should have access to two or more valid NTP timesource.
You have multiple options to synchronize to a valid timesource:
1. Go to NTP Pool Servers list and choose from the general pool or specify the nearest location where you are.
2. Get a full NTP server. Note, full NTP server is not dependent on internet connection. Full NTP server has a built-in GPS receiver and an antenna.
WARNING: Avoid using the command "NTP master".

It is not a wise idea to make your appliance an "NTP master". Just make your NTP synchronize with a valid time source and you'll be fine.
