Do you mean to say that you want to send frames which are less than 64 bits ???
If you want to send 64 bytes less than the default MTU i.e 1500, then it can be done by the following in the interface configuration mode
mtu 1436
or
ip tcp adjust-mss 1436

Hello,
Can you please describe the issue you have in more detail? There are no 64 bit packets afaik. An ethernet frame consists of at least 18 Byte plus payload and an IP header has 20 bytes. So we are just guessing what your problem is and thus not likely can help you.
