I am having 2 MPLS link configured in active/standby with HSRP for failover. the failover does work when primary link is completely down, but keeps on hsrp state change keeps on occuring when my link is flapping.
I want to know that if my primary link is flapping, then the traffic should be failovered to secondary link & should not shift to primary link till the primary link is found to be stable.
HSRP is for gateway redundancy which means if you have two routers one will be active and other will be standby so that if active is down then the standby will be up and active.
HSRP will use just hello packets through which it will learn whether the Active router is alive or died if it died then the Standby router will get Active.
In your case and what you are expecting is not possible with HSRP. You may need to look into other redundant protocols like VRRP or GLBP which are can do load balance on both links. So that even one link (Primary) failing the whole traffic will be handle by Secondary link
