HSRP not failing over

I have HSRP configured but doesn't seem to be failing over on a failure. Below are the outputs during a failover of a cable pull and the configs.

 

Standby output on primary during failover, to me this shouldn't be in Active mode as the track is down.

Can you execute the following command on the secondary :

conf t
interface vlan 10
no standby 10 track1 decrement 10

Just would like to add to Walter said,

Try to put the following command if you dont want it to be removed:

conf t
interface vlan 10
no standby 10 track1 decrement 30
