I am having direct connection b/w cisco 6509 and cisco 4506,all access rules and vlans and configurations are in 6509,if 6509 is down how can i make 4506 active automatically to act as cisco 6509 .

Automatically you can't. You would need same chassis and do VSS. Your other option is to copy the relevant config from the 6500 to the 4500 if/when the 6500 goes down. Depending on your network something as simple as HSRP may help you out, really depends on your network.
