Hi,

You should be able to do this by creating a dot1q trunk between both switches, then on the 3560, create the vlan interfaces and assign the ip addresses, enable ip routing on 3560, and then when you connect all clients to either switch, put them into vlan and configure default gateway of the 3650 vlan interface address for that vlan.
