The ip classless command is used in IOS to enable forwarding to supernet addresses. In practical terms it usually controls whether the device can forward to the default route a packet whose destination address is for a subnet that is not in the routing table but another subnet of that network is in the routing table.
That makes a lot more sense on a layer 3 device which will have a more sophisticated routing table. On a layer 2 switch like the 2950 it would seem to make less sense. My guess is that it shows up to maintain compatibility in IOS structures.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
