I discovered the interface config command ip help-address is not available on my C870 router running
Cisco IOS Software, C870 Software (C870-ADVIPSERVICESK9-M), Version 12.4(4)T4
How can I get my DHCP client PC requests coming in on Fa0 to be routed via my IPsec site-to-site VPN back to my home office network DHCP server?

I believe that the issue is that interface fa0 on the 870 router is a switch port not a routed port. I believe that if you configure the ip helper-address on the VLAN interface that it should work (assuming that you have things like routing to send the request through the VPN).
