All, Why would you disable IP ROUTE CACHE on a 3750? I found a switch in the middle of a LAN with the NO IP ROUTE CACHE...why would it be disabled?

Maybe its being used as a L2 switch only .

ip route-cache controls the use of switching methods for forwarding packets.

When enabled, it supports fast-switching - the drawback is that you are unable to sniff packets appropriately when using fast-switching. That's the only reason I can see why it was disabled.

There were also some older versions of IOS that disabled this command. That has been corrected and marked as a bug. This can also be an indication as to why it was disabled.

Please go ahead and enable it, in order to avoid any process switching if this device is being used as a routing device.

if I enable this, can I do it in production? Will it affect anything by doing it during business hours?

It's always recommended to make any configuration changes during off-hours, unless it's an emergency change.
