IPsec Security Associations

Security associations keep getting created in my VPN router. I'm doing my own research, but I would like to know why they continue to be created.

Can you elaborate the issue a bit more.  If you have a site to site VPN setup and SA's are being created that is what is supposed to happen.

They continue to be created, is that normal behavior? Also, we keep getting intermittently kicked out of the remote VPN.
