One of the site routers shows that it is down on a monitoring tool. When I ping the serial(outbound) or local interface, they are dead; however, when I ping the loopback interface it responds. Does that mean there is an issue with the circuit or the serial interface?

Are you sure that loopback is on the site router because if both interfaces appear to be dead how are you getting to the loopback ?

It could be a routing issue, have you tried tracerouting to the serial, local interface and the loopback.

Can you telnet to the loopback address and gain access to the router ?

It turned out that the service provider was doing a quick testing on the CKT and I happen to ping the loopback just seconds after they restored the CKT line.
