Management VLAN up

How do I keep the management VLAN up without any device connected?

Do I need a loopback interface?

I'm using a Catalyst 3560 switch.

To keep a VLAN active it should have at least 1 port connected to a device or should have an active trunk. You have not given us any information about what the 3560 connects to. Is it possible to configure a port on the 3560 as a trunk and include the VLAN in the trunk?
