MQC Once Bandwidth Hits 90%

We currently have bandwdith congestion on many of our WAN links.

Once a link utilization reaches 90%, I want to start dropping traffic.

How can I create an MQC to drop any host traffic that is using more that 10% once the curcuit hits the 90% ceiling? I want to have one simple MQC template to apply to different interface speeds (ie T1, T3, etc.). Thanks in advance.

If I understand what you require, not sure there's a method to accomplish it.

What you might try, if supported by the IOS, FQ on WAN interfaces with shallow queues. Flows that are queuing the most packets should be dropped first.

PS:

Off the top of my head, I beleive the 6500 is one of the few platforms that supports microflow policing, but don't recall it being able to tie it to a port's load or that it would map into relative port speeds based on a percentage.
