NAT Error Message: %Port 23 is being used by system

I am in the process of configuring a router and while deploying some of the NAT translations I ran into a problem.
 

router(config)#ip nat inside source static tcp 10.0.20.105 22 interface gigabitEthernet 1/1 23
%Port 23 is being used by system

router(config)#do clear ip nat trans forced 
router(config)#ip nat inside source static tcp 10.0.20.105 22 interface gigabitEthernet 1/1 23
%Port 23 is being used by system

Telnet is not enabled, and clearing the nat translations did not fix the problem.  Anyone have any ideas?

I have the same issue on 6504-E with IOS version s72033-adventerprisek9-mz.151-2.SY2.bin.
