Need helpful suggestion !!

I have 125 systems including FTP and EMAIL servers positioned through 5 departments. Now I want to be them in a fully switched and routed environment with internet connection and lan connection in each of them. Also I want to enable telnets in switches and ssh in routers so that they can be accessed for configuration from remote location. I am planning to go with v-lan and inter-vlan routing. Kindly suggest me:-

1. How many routers and switches ideally required for this and their model numbers.

2. Which routing protocol can I use to make the routing?

3. How to introduce internet connection in this network.

4. I want to use smart card login facility to check the entry and exit of people.

5. Also suggest me whether I should go with VLAN or not.

PS: For the telnet and ssh part I need no help, I just need help regarding the architecture and addressing (whether can I go for VLSM or normal classfull addressing from different private networks.)
