Need to distribute & restrict internet bandwidth on per VLAN basis

I am having 100 Meg internet circuit & would like to restrict the bandwidth across distribution switch as I dont have enough fast ethernet interfaces on my router and moreover my service provider is managing these routers so dont have access to it, hence I cant do anything on my gateway router. How can I distribute the availabel 100 Meg bandwidth to my various internal customers and how can I restrict it to 2Meg,5Meg, 10Meg etc.for any internal network, if I create VLANs on my distribution switch???

You could police inbound on the SVI. Read the QoS SRND for examples and verification of policers.
