Nexus 7000 Tunnel with F2e Mods

I have the Enterprise service license and only 2x F2 cards on the 7k (6.2.2) with a single VDC. I get following error when I try to enable the feature:

Tunnel feature is not supported in F2E w/o M1 or M2 VDC

Does this mean that the F2 cards don't support tunneling?

GRE Tunnels are not supported on F2 card.  See table-9 in this link:
