It is an out of band connection to the NEXUS. It is separate from the rest of the chassis and it is not effected by issues in the main chassis (ie broadcast storms, CPU util, etc). You should make the CMP port part of your OOB network so in case there are ever issues in your network, you can get to it. You can reboot the CMP port when you reboot the NEXUS or you can leave it up to watch the NEXUS boot. You can also reboot it independently of the NEXUS.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
