after this however another bug was found: the ISR would not save the command in its configuration.
The issue of not saving ‘no keepalive proto-up’ even after saving the config is due to a bug - CSCtx14349.

The bug CSCtx14349 has been fixed in 15.1.4M4 IOS as well as 15.2(4)T.

After upgrading the IOS to the any of the above, use the following commands to get the interface up/up.
1921(config)#int gig0/0
1921(config-if)# no keepalive proto-up
