Yes, you can configure a Windows server or workstation to act as a NTP server. It involves editing the registry and setting HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters\LocalNTP to 1.

The following Microsoft documents describe how to configure different flavours of Windows as NTP servers:

Windows 2000: http://support.microsoft.com/kb/216734

Windows XP: http://support.microsoft.com/kb/314054

Windows 2003: http://support.microsoft.com/kb/816042

Whatever device you decide to use as your NTP server, make sure that it is reliable and highly available.
