We have a network management station on the 10.9.8.x/24 segment. This segment lives via HSRP on two 6500 switches. Whenever an end host attempts to connect to the station, they fail. Looking at the ICMP response time, we receive a constant 29-32ms response time 99% of the time. Very sporadically, the response time will reduce to 1ms, at which time we are able to connect to the management station from the workstation on the same segment.
Connectivity to the mgmt station from a host on any other segment is successful 100% of the time.

Hello,
Providing topology info. of station and hosts + tracert + routing info from switch will be helpful
to know the reason of failure
