I have a existing QoS policy-map I want to use as a child policy in another policy-map, such as:
policy-map big-policy
class x
action 1
action 2
service-policy small-policy .....
Question is: under this policy, is the order of action "action 1" first, then "action 2", the child policy "small-policy" the last? what about moving the child policy to the top?

You can not configure a policy as child policy by specifying it with service-policy under policy-map command. Following link may help you

You can have nested CBWFQ service policies on some platforms also depending on software.
