Unfortunately it would not be the first time the Feature Navigator is inaccurate.
If the commands are not available and they are not mentioned in the Configruation Guide or Command Reference, then the FN is erroneous.
If, however, the commands are mentioned in Configuration Guide but are not available in the IOS, when you try to configure, then it could be a bug in the IOS. In that case, open a TAC case for verification.
