Per Packet Load balancing with Sup720s

Is it no longer a feature to enable per-packet load balancing on sup720/MSFC3? I am having a problem with two core 6509 Sup720/MSFC3 routers connecting to two WAN routers, which connect to a remote site. Traffic outbound from the server farm at main site does not seem to load balance properly as traffic seems to flow more heavily to one WAN router for a period of time, while the other router's traffic is low. This happen during peak times throughout the day. Per packet load balancing is enabled across the WAN routers, so it seems that the problem could be traffing flows across the core.

ip load-balance per-packet is not available on the code I am running:

ipservicesk9_wan-mz.122-18.SXF5

Any suggestions?
