Does the WS-C3560G-48TS-S has PoE (Power over Ethernet) or not. If not can it be upgraded to have it.

No it doesn't support PoE and as far as i know it can't be physically upgraded to support it. You need the PS rather than the TS version -

you cannot upgrade it directly, as Jon mentioned.. you can look at the URL Jon sent for the PS switches, or have a look at the new generation 3560 V2 switches which just adds energy efficiency which is looked up in datacenters today.. datasheet attached:

Model to look for - 3560V2-48PS
You can also have a look at 3560-E if your requirement demands... 3560-E are a little expensive for the fact that it supports 10 G uplinks
