Is there a way to check how long a port has been up or down on a 6500 running IOS. Thanks.

Sure,
Do a show interface and look for the last input information
example (this is from a 3750 but IOS on the 6500 is the same.
show int fa1/0/28
I am going to omit the useless information but this is the line you want to look at.
Last input never, output 00:37:11, output hang never
This means the port has been down for 37 minutes
Last input never, output 11w5d, output hang never
This means the port has been down for 11 weeks.
