Proxy to be changed manually to all PC - alternate required

Hi to all group members,

I am not boasting but its a really true thing that, this forum is only one where I can found very congizant people.

now my problem is

in my site two service provider are there but when one service provider went down, I have to write mail to every internet user to change proxy and then to browse the internet and when ISP1 link again coming up I have to write one more mail to reset proxy settings to original one.

means no failover taken place. although I am using two service provider.

what would be the solution.

I am using 1800 router(2 no.s), 3700 SW (1 no.s) and 5 L2 SW 2950.

Why would the proxy settings change? Is it on a public IP? Do you control it?
