QoS values is the way to identified your packets. It's usually based on DSCP field.
Packets marked with the same QoS value will have the same QoS treatment as they belong to the same Class of Service.
I suppose when you said queuing, you refer to scheduling which decides which packet should be transmitted on the wire. WFQ, CBWFQ, LLQ, MDRR are examples of Cisco implementation of scheduling algorithm.
So you're right. QoS values are used for Classification and scheduling algo is part of congestion management
