i believe the eigrp log-neighbor-changes is enable by default? if this command is not listed under eigrp, then is it enable?

1.) Logging is enabled by default. To disable the logging of neighbor adjacency changes, use the no form of this command.
2.) Yes. And if you want to be sure it is enabled, just issue the eigrp log-neighbor-changes command under the eigrp process and be done with it. No guessing necessary.

I agree with Victor the eigrp log-neighbor-changes is enabled by default.
Most of the time the default configuration in the IOS doesn't show up in the running configuration. If you are not already aware of then it's something good to know.
This capture from a router shows the same behavior.
R1(config)#router eigrp 1
R1(config-router)#do show run | b router eigrp
router eigrp 1
auto-summary
!
R1(config-router)#no eigrp log-neighbor-changes
!
R1(config-router)#do show run | b router eigrp
router eigrp 1
auto-summary
no eigrp log-neighbor-changes
